DIGITALIZATION AND ARTIFICIAL INTELLIGENCE IN THE JUSTICE SYSTEM: PROSPECTS OF APPLICATION FOR THE PREVENTION AND ANALYSIS OF DOMESTIC VIOLENCE IN KAZAKHSTAN AND KYRGYZSTAN

Abstract

This article explores the potential of digitalization and artificial intelligence (AI) in the justice systems of Kazakhstan and Kyrgyzstan for preventing and analyzing domestic violence. The introduction substantiates the relevance of the topic by referencing global trends in digital transformation and the importance of technology in enhancing the effectiveness of justice. The theoretical overview presents examples of AI and big data applications in law enforcement and judiciary worldwide: from predicting repeat domestic violence to automating judicial decisions. A comparative analysis of the current state of judicial and law enforcement digitalization in Kazakhstan and Kyrgyzstan is provided. Particular attention is given to prospects for using AI to combat domestic violence, including analysis of large datasets of citizen reports, risk prediction for recidivism, and development of interagency digital information-sharing platforms. The issues and challenges identified range from personal data protection and ethical considerations to public distrust of algorithms. Recommendations are offered to ensure a balance between innovation and the safeguarding of citizens’ rights.
